I do not disagree with your premise regarding overall economic welfare. To play Devil's Advocate a little bit, I do not know that community's wealth should necessarily be a goal of an individual playing a game. One might argue that fun might be the primary goal. And it is pretty fun to see what happens sometimes.
Your point also applies to people who put their THs in the middle, for the simple reason that there will be plenty of raids that will have not gained a star, and thus the loot bonus, losing their army, eroding community's wealth.
So while I agree that if everyone put their THs out, loot would be bountiful, builders would not be sleeping, and research lab would be busy. But that not only sounds tremendously boring, but would also make people less active on the game, reducing clan chat greatly.
