Just to clarify, are all of the people in the other neighborhoods "In Derby"? If there are any that say "not in derby", then those people joined after the derby started and are not able to take tasks.
Yes, it does say they are "in derby" in the competing NHs, all players.
However, as far as our NH, all players ~ except those who join during an active Derby ~ say "in derby", yet not all of us are tasking each derby.
Of our 24/30, usually 21 are actually tasking.
So that "in derby" tag in our NH is meaningless, even if we were a full house.

You're welcome. Yes, at this time, that tag "in-derby" just means they were part of the neighborhood when the derby started, not necessarily that they are participating.
So then, if not all players are tasking although it says "in derby" beside their name, that aspect is not particularly relevant to match ups based on NH size, right?
Now I'm still as confused as ever!
I understood the derby match ups to based on NH size. If that's the case, it still is unfairly matched in our NH's case as we still only physically have 24/30 players, yet our competitors have 30/30.
And, since that "in derby" piece means nothing as far as determining if all 30/30 of competitive teams are tasking, how is 30 vrs 24 a fairly matched game?
I hope I'm explaining it correctly, I just really want to understand how the challenge is meant to work, so I'm grateful for all knowledge!

I could be that about 6 members of them have not participated in the derby.
Did you have 30 members when the derby started? You get matched with other NH's at the start of a derby, so it seems like 6 people left your NH during the derby. This could be the reason you had 24 members and the others had 30.
If you continue to have issues like this:
When the derby starts, your NH has 24 members in derby and other NH's have 30 members, and no one in your NH has left.
Try contacting SC through the "contact us" feature in-game about the issue.

You have 24 members total in your NH. All 24 members were in the NH before the last derby started, and all of them had "in derby" next to their farm name. Did you have more than 24 members in your NH at the time derby started?
(Of those 24, only 21 actually played the derby. Noting that to show I've read your post, since others have mentioned "in derby" just means a neighbor is eligible to participate. It doesn't indicate whether or not they actually played the derby.)
Your competitors... you say some of them have 30 members in the NH? Do you remember how many of them had "in derby" next to their farm names at the start of the derby. That's the count you want to look for. If you had 24 members "in derby" at the start, then all other NHs should have the same number at the start... unless a member leaves pretty close to the beginning of the race, and you missed it some how. As the week goes on, if they have members leaving the NH, the number of people "in derby" will drop. If they add members in the middle of the derby, their NH total will go up, but those new members shouldn't be listed as "in derby."
Yes, I will definitely do this if it happens at the start of Derby again.
And yes, our counts and comparisons are done from minute 1, day 1 of the Derby. So the NH numbers I state are from the beginning of a Derby. Just so we know where we stand and how to strategize. However, when the numbers don't jibe (equal NH numbers in particular), there is really nothing TO do except your best and achieve your horseshoe level prizes. With that sort of Match Up, though, we cannot place, no matter how we try.
And we can't lay the blame on our players. If the numbers aren't there player vrs player, we will not place. Plain and simple.

From start of Derby, we had 24/30, most other NHs, in particular the top three contenders ( I only track imminent "threats", so top three) had 30/30, all said "in derby" next to EACH member of the NHs names.
Our NH "clearouts" happen near or after Derby ends, but before Derby begins. As of yet we've had no one leave at start of Derby once it's underway. Most want to collect their rewards. Likewise, our Leader is cognizant of this fact, and avoids removing any player contributing to Derby, until after they have collected rewards. In the case I am citing here, we had been consistently at 24/30 for 2 consecutive Derbies, so, IMO, long enough for Supercell to match up our NH with a like-sized NH. That's why the confusion over the process. It really is quite unfair to strive and attempt to motivate players when they know the odds are stacked in the majority of the competitors' favor.
