One of your other elders or higher must be inviting them from Global. That bypasses the accept / reject stage.

There should be an option on clan for GLOBAL setting and only leader can edit. e.g. INVITE GLOBAL yes OR no.

On a serious note this should be fixed, for convenience if nothing else. All they need to do is show who's invite was accepted, they already tell you who accepts a request to join so it's more consistent too.
