Some things that can happen to the game.

There should be more Heros. The Goblin Ruler, special power is it takes all available loot from a base. Wizards Trainor, special power is it destroys all wizard towers. And so on and so forth. Make another dark elixer troop, and they destroy walls faster then wall breakers, but they don't do suicide, however they cost a lot of dark elixer. Make a thing to where you can talk to people in other clans without joining a clan. Like a private chat. Maybe even make a gem mine! Also, make a thing that we can have our own back drop, like we can choose between the war back drop, regular back drop, or some other back drop. Can pumps and mines produce a bit faster also? Thank you for your time, and I hope some of these suggestions turn up in the next update.

The Goblin ruler and Wizard heroes are incredibly OP. Gem mine is ruled out, private chat would be abused, Wallbreakers are enough, and what's a back drop?

Pump mines and collectors faster by boosting with gems.

If they made wallbreakers that didn't die then wallbreakers would be useless
There's already a non clan chat it's called the chat board... private chats would cause too much problems as there would be people sending abusive chats directly and this isn't a dating game (that's the only reason someone would want a "private" chat)
Gem mines have been ruled out and besides they already exist... it's called clearing trees and obstacles.
By back drops do u mean scenery? If so that might be interesting but I believe it would be considered ruled out
U can boost mines using gems currently.

No, it says:

*Release a hero for every troop type (Some more may come eventually, but not EVERY troop)

That doesn't mean more heroes are ruled out, it just means they won't release a hero for every troop.

It is under the ruled out section meaning they've already considered it and there is no point in asking for it any more as u quoted... "some MAY eventually come" but for now IT IS CURRENTLY RULED OUT.

@Heroes: Hello. When you suggest new heroes, please stick to only 1 or 2 suggestions you have for them, since adding a new hero for every troop there is, is a ruled out idea.
@New wall breaker: I think the current ones serve their purpose quite well, hence why I don't see a reason to add a new type.
@Private messaging: Unfortunately I don't see this coming because it could easily be abused to insult other people, after you got raided or after you lost a war. The amount of insulting messages reports would raise to the sky.

@Backdrop: I think the current backgrounds are quite good and serve each their purpose quite well. If SuperCell would allow people to set their own, I could already see the images made in paint.
@Faster production: Not ruled out, but I don't think it's going to happen. The best could happen would be a new level, but not in the near future.

Actually, more heroes is not a ruled out idea. The ruled out idea is to add a hero for every troop, but adding 1 or 2 more in time is not ruled out. This means the next possible hero is opened for discussions and suggestions, and we shouldn't cut every idea that comes with one or two hero suggestions.
