Just a idea. I have a clan with 40-45 members I want to know all they active or not so I think if COC developers can make a something like last seen time of their activity it would be great.So we can kick inactive players or demote them. Only clan leaders and co leaders can see everyone last seen time. I think it would be nice.. Thank you.

2. If they have no wins per season. They are clearly not attacking and winning. Even if they are attacking. They are losing meaning they are not good enough to win. Thus should go.
Thinking this is more a pay attention problem then a thing that SC needs to look at.
Mention to your members that they have a minimum of 100 or 200 receives and donates per season. This has been a way that a lot of clans in past have been able to tell active from inactive members.
