Clan leader power

During war preparation, only them who joined the war can donate into the cc war. What if Leader has the power to donate the cc war even he did not joined the war? For some protection, only players in the clan can play this role. This is to make sure someone who have higher level troops, joined the clan cannot donate to cc war. So, during the war preparation, only players that already in the clan can change their leader ( who have highest lvel troops) to donate. BUT, during the preparation war, someone who just joined the clan wont be able to donate even he's promoted to Leader.

I cannot really understand the need for this. From my experience, the Leader has very few wars in which he doesn't participate so why would this suggestion be needed? Also I think giving the power to donate troops to the war CC only to the participants is the best thing and shouldn't be affected by anything.
