If you have better discipline in your clan you can do this easily without supercell's help, and i can see alot of problems stemming from this. In a war clan you need to have a leadership hierarchy, if you let everyone pick who they want to attack more often than not you wont maximize stars and you will loose wars. Try and outside group chat or clashcaller, but locking out targets seems like it would cause so many more problems, even with a timer.
So what your sayin is pick who attacks who ??? As long as they can handle what is given to them right ? If it sounds like i missed everything you said can u clarify a bit more it would really help bro
In my clan, we apply booking system before battle day is started. However, each booking has a validity for some hours after battle day starts. So if those who book a certain number do not attack his booked number, then anyone else can attack that number. So,without supercell special option, we already done that and fortunately won 100 wars 😁

2. preparation day is for more than just filling war cc troops ... it's for preparation! that includes figuring out who-is-going-to-attack-which-target-when
