Would be nice, but this'll open up a new form of abuse as people may feel more protected by being insulting in private where others can't see and so won't report. (Even though that doesn't stop some).
Yes there will also be a mute/ignore button, but unfortunately not everyone uses it. Yes they should use it but not everyone does. (Silly I know).
Also think if all the "join my clan?", messages people will get. Can't really stop those :/
Those two reasons would be the only ones I can think of why it hasn't been included into the game as of now.
Otherwise I would love it to happen. Would be easier just to chat to one or two people (group chat?) About say attack stratigies etc.
On a side note, maybe some people (current mods/super forum peeps perhaps?) should become chat mods for global (if they want it). I know there will always be many more chat rooms than mods and they may not be on 9/10 times (on global), but its better than nothing. And can make some swift decisions on people's chat behaviour.
