It would be great if you could loan fellow clan members Gold, Elxior, DE. The loan would then be automatically paid back at a % of total loot per day until paid off.

Obviously you would only lend to a member you trust, however the auto payback sytem would ensure like a Lanaster, debts are always paid.
Loot could come too easily. For someone who is TH7, they could ask their TH8 clan mate to give them loot, which could fill their storage. Also, it would put lots of weight on the best player in the clan, because everyone would be asking him/her for loot, especially in wars. Also, hopper activity would SKYROCKET! You join a clan, get loot, then leave, there is no way to get that loot back, and still repaying the player who donated you the loot being possible would make to many global connections, lagging the game, and it would make the overall gameplay experience much worse.
This idea is similar to an idea that have been ruled out by supercell dev team therefore it could be also ruled out like it

Supercell has indeed ruled this out. Loaning to clan mates would be way too exploitable, because, say, you loan your friend 1 mil gold, and if they pay it back with interest, that kinda earns you free money. Also, leaders and Cos could demand a certain amount loaned to them, and if you don't you're kicked. See what I mean?
