We could always flood the forums hourly with 10,000 misspelled threads about changing this and then Supercell will do it anyway.
What you dont realise is that by enacting your proposed plan will have a reaction among clashers. You seem to think that the economy will be much richer in loot because people cant hide behind shields anymore, but apperently you dont think anything else will change. You couldnt be more mistaken. If they change the shielding so that a snipe is no longer a shield then people will simply not farm until they have a builder and never sit on alot of loot, making the problem even worse. You need to consider what reactions and responses clashers will have. Thinking you can change such fundamental elements and NOBODY changing tactics at all is laughable.
You're absolutely right, and it all stems from the Nexting problem. Gunkar explained a perfect way to solve this which meant reforming the league bonus system, but it would actually make people raid with real attacks and not snipe away bases into "Matchmaking Purgatory" where they are statistically never seen, especially true up in higher leagues.

Basically you increase the league bonuses across the board one more time, but they are only 100% earned with a 2-star attack.
1-star: % of league bonus awarded based on % of damage dealt to base
2-star: 100% league bonus awarded
3-star: multiplier applied to league bonus, which varies based on trophy league
It would put an end to free TH sniping shields, which would keep more fat loot bases out in the queue instead of hiding under shields 99.9% of the time, and reward players who want to attack with heavy armies, due to the multiplier potential as well as those large loot bases being more common so you don't have to Next as often.
Of course, Supercell already "handled" this by just making everyone only see bases +/- 1 TH of yours 98% of the time, but that did nothing to resolve the problems TH10s see due to the elixir for walls revert that still affects them as TH9s are the golden sweet spot for farming everything now while keeping resources pathetically low. I would never expect Supercell to do anything even remotely close to this suggestion, b/c it actually makes sense and Supercell is run by a gaggle of feces-throwing monkeys.
As a developed TH10, I think I have a lot of experience on this matter.
Personally, I think farming is part of the game. SC won't change this because it would cause a lot of players to quit out of frustration.
I also think farming is good for the gameplay because it allows players to exchange trophies for loot - a win/win situation. As for the "but I don't like grinding, I wanna use full, strong, strategized attacks other than boring barch". Well, there's a solution to that too. Wars.
Yes and like i said, people will not sit on loot. They will wait until they have a builder available, farm whatever they require for an upgrade and then dump the loot and log off. Some people will take longer to catch on. But eventually they will catch on and then your going to have all these bases with a bit of one resource and alot of people that rarely play the game.
So you want SC to get rid of farming. They just destroyed zapping so I guess they might. But it is unlikely since it is not a problem
So all you think it is good that currenly there is no point in protecting town halls ? Now even when defending tropihies often it is better to expose TH and be 1-starred instead of 3.
@Gobbers - thanks for the link, I think the idea of giving full league bonus only for 2+ stars is good.
What do you think about less radical solution : when looting you get 100% of looted resources only if you WIN the battle. Other way you get only a part (1/3 or sth like in clan wars). That would be some motivation to protect TH.
