Make people protect Town Hall by not giving easy shield for leaving it outside
I guess in highest leagues it is not a problem, but in crystal or lower:
- a lot of players with decent resources keeps TH outside -> they are 99% of time protected by shield
- people with TH inside = usually dry storages (nothing to loot)
- I keep TH outside myself, being raided by single hero or 5-10 archers just a moment after leaving game, by attacker not interested in my 300-400k resources at all -> 12h shield
So why am I not happy, when nobody steals my resources? I am tired from 30minutes searching for enemy who is worth raiding. That's happening because wealthy players are hiding behind easy shield, just like me. I wanna fight them!
Please consider giving shield only for 40% (12h) or 80% (16h) damage, not for just loosing battle. To balance that maybe put tiny (1-2h?) shield for defender even for 1% damage or single trap/any cc troop lost, to give him chance to recover before next attack.
IMHO that would improve game outside clan wars a lot, for now it is just boring, there is nothing worse than endless "nexting" and useless defence (because enemy is interested only in my TH) in "farming" village.

Edit: ALTERNATE IDEA
What do you think about less radical solution : when looting you get 100% of looted resources only if you WIN the battle. Other way you get only a part (1/3 or sth like in clan wars). That would be some motivation to protect TH.
