Not really unless the base you attack is really premature or have really bad design or both. I wouldn't rely on GoWipe at TH8. There are numbers of attack strategies that are better than GoWiPe. Two popular ones are mass dragons (boring, I know but if you want 3-star, they are reliable at TH8) and mass hogs. Then there are varieties of hybrid attacks that can be used but they are relatively more complicated. You can use HoLo, GoHo, GoVape and other things.
What people don't understand is that GoWipe is not a 3-star strategy by nature. It was developed back when Clan Wars didn't exist. It was used to pushed to Champion league where you don't know what kind of bases you are going to hit (mostly TH10) and you have this one army comp that is reliable to get 2-star on pretty much any base but it's not a 3-star strategy by any means. Yes, it can 3-star some weak bases but that's pretty much it. Don't stuck with GoWipe, if you want to war effectively, learn variation of attacks that help you 3-star (and as a TH8, anything less than 3-star is pretty much a fail).
Anyways, upgrade your Golems and Pekkas, they are not good at LV1 at all, no matter what you do.
This. But Upgrade the pekka first. I would disagree about lvl 1 golem. It can help you 3 star other th8s I use gowiva. Works fine for me. So unless you are facing a bad base avoid Gowipe until pekka lvl 3. Wizard lvl 5 and spells maxed. Just dragoon and hog it out.
until pekkas are upgraded, use valks. They provide more "bang for your buck" at lvl 1. My .02.
My other piece of advice is don't go into every war attack with the same gowipe composition. I think a rookie mistake most people do is go too heavily into the core with troops (i.e., 3 pekkas when 2 would do), only to have them die out from back end perimeter defenses. Smart deployment of wiz or allowing for backend clean up troops (hogs/loons) are what will help you more consistently 3* with gowixxx attacks.

No, pekkas 1 and golems 1 are not good, esp pekkas, esp if you have wiz4.
Mass drags never work. gowipe is usually a for sure 2 star depending on base layout and skill. sometimes 3 if your lucky. I would encourage you to practice so when you have stronger troops its easier. Ide say low level gowipe is equivalent to lvl 3 mass drags.
The kicker is level 5 wizards. If you have level 4 wizards and WBs then level those up before moving forward.
Mass dragons at th8 have become ineffective post air sweeper update. Talking from experience i use to 3 star pretty much any th8 base with dragons, dragonloon and hogs. GoWiPe is a 2 star strategy, very rarely do I see people get 3 stars against their equivalent. Is there any th8's or people in clans with th8s, post sweeper update, that war regularly that know of some good 3 star attack strategies that are working right now? I understand that you need to practice these army compo to perfect them, but as long as its something that will work it will help
Gowipe IS a three star attack.
You can even improve it greatly by doing hybrid with Hogs.
Melt half the base and the core; when the other side buildings hit your tankers, send one or two Hogs for each one.
I still use all dragons with maxed loons in the cc and 2 rage and 1 heal spells. I usually get three stars. (I'm a TH 8 with only skull walls left)
I've still been getting decent amount of three stars, the key is just selecting what base asks for what high risk/high reward strategy. Sometimes it's dragloon+lightning (I don't bother with 2H1R, if a base is designed for 2H1R I'm better off hogging or GOWIPEing it), other times its hogs, and other times its GOWIPEs. A lot of times you'll have to watch an attack by a weaker clan member before adjusting it and going for the three star though, and a big part of it is not being afraid to fail. I have way too many clan members that are in a two star rut who are perfectly content two starring three starrable bases (no matter how much I scream at them, lol) and then who turn around and are like "well you only got one or no star in your attack".. But if you're going for three stars at TH8, the strategies are definitely not guaranteed to work and the margin for error is small. If something goes wrong, you very easily could be ending up with no star or one star, and it's a good thing to attack high risk/high reward when you can trust everyone to attack twice so someone can always clean it up for two stars, or send the two star attacks first so you can go for 3 without the risk of failure.
