No, it's not helpful. You're just punishing them AWFULLY.
If a person is included in the War and they leave the Clan, they'll have the "Ineligible for War" cooldown where they won't be able to join any Wars after leaving the Clan while included in the Clan's War. If the War in the said previous Clan ends, the time limit ends.
Adding a 5-day cooldown TOTALLY prevents them from joining any Wars within 5 days, making them bored and also, quit the game.

And as for the problem in this thread, here's a simple and easy solution:
- Don't include members that just recently-joined to War. Only include them IF they stay for at least 3 days.
Scenario:
SomeGuy has requested to leave.
SomeGuy has been disallowed to leave.
Someguy: ***************** **** **** ****
(after 20 minutes of SomeGuy's rage)
SomeGuy has been kicked from the clan
I support the basic problem as I have faced several times.
No new good warrior are ready to be benched for like 10 wars, if they are not included its a good reason for them to leave the clan.
No 5 days Cooldown - Its ridiculous.
No request for leaving the clan as someone already said they can abuse and make chaos in clan, rant or flame to get rid of the clan.
My suggestion is simple - punish them with deducting some amount of gold an elixir from their existing resources similar to as they gain war win bonus. So say if someone opted in and in war but leaves without attacking 500K of each resources will be deducted, if taken one attack deduction is 250K and if leaves after taking both attack - no deduction.
Also, if he is not in the clan at the end of war - he will not get the war win bonus even if he takes a single attack and the clan wins.

I have had issues with players leaving during war prep or wars too, and it's not limited to players new to my clan. Sometimes players who have been in the clan for several weeks do this. It's not fair to the clan. I have two suggestions to help alleviate this problem.
- Include stats within the player profile that show how many possible attacks a player has used and maybe their average # of stars per ATTACK, such as 45/50 attacks used, average stars per ATTACK 2.3 This would allow leaders to make a better determination of who to choose when selecting war participants.
- Allow a player of a similar level to replace the player who just abandoned the war, either from within the clan or a new player. I realize how difficult this would be given the matchmaking selection process, but it would a really great feature to add.
I think the loot penalty would make a better deterrent than a war penalty. It's been my experience that those who leave during a war don't really care much about wars anyway, so a war-related punishment won't be a big deal to those people.
Other ideas...banning the offending player from receiving troop donations for 7 days (or other timeframe). Banning offending player from joining any clan for 7 days. Adding bonuses for using both attacks or otherwise incentivizing the participation in wars. I have no preference if it's negative or positive reinforcement, but something needs to be done.
Why should their be any form of punishment? What makes what they want (to leave your clan) any less valid than what you want (for them to stay)? Have you stopped to consider they may have a very valid reason for leaving? Maybe they are embarrassed because they know they will not attack well. Maybe they are embarrassed for you after watching you attack. Maybe they do not have enough elixir to make a good war army and don't want to hear people complain at them for it. Or maybe they just plain don't like your clan. Regardless, it's their game to play how they choose.
Besides, better clan management handles this issue. Supercell cannot eliminate bad players, it's just not humanly possible. But you have all the tools you need to protect yourself from them.
Going on 6 months now of not even remotely needing to worry about this issue. Perhaps you'll find yourself with an improved clan and be able to say the same thing in 6 months.
Here's what happens:
1. New Guy joins, and is put in war
2. Guy tries to leave but can't
3. He then donates giants/wallbreaker to your war castles.
4. He starts spamming clan chat.
5. He is kicked and at the end still end up with 2 wasted attacks
or
5. You don't kick him because you are stubborn and want him to attack
6.He doesn't attack or just waste 2 attacks.
7. You kick him for it.
Would you really want someone in your clan who doesn't want to be in it stuck not able to leave. No one is gonna force him to attacks which makes the whole purpose of this feature a failure.
Just wait a couple days. Postpone the war a day or 2 and only put in members that stay that time period. If they leave because of it, ain't loyal in the first place.
I hate hoppers jumping out of my clan as much as the next man, but to make them request to leave in a bit harsh.
I suggest that you can SUBSTITUTE an inactive war participant with another player that isn't already in the war. Only downside being that you have to do it in the preparation time of the clan war. That way, if a person hops out, you can easily replace the now inactive base with another person that is waiting to join the wars.
