Like it says, I rushed to get to th9 so I could play with all the fun toys but now my core defenses are underdeveloped for my level and the people that attack me just take 3stars everytime... I know it was a mistake, I know I can just drop my trophy count but is there any go to strategy as far as base design for ppl in my situation? Thanks!
Raid in long sessions and spend your loot before you log off. Then it doesn't matter what your defenses look like.
spend elixir on getting your offences up to Th9 first, spend gold on walls in the beginning, then once ur troops and spells are at TH9 then start working on ur defences
Currently what im doing now and so far the best defense and base design ever, I raid 2-4hrs once a week depending in what upgrade ill make,and the problems I just face is uncollected pumps,a premature th9 hereQuote:

If you are a very casual player, which you appear to be when you say "i only raid 2-4 hours a week", there's nothing to really do but to slowly grind away now....
The base design won't really matter now, since any TH9 that comes upon you and sees weak defences + full collectors (a problem you stated) will just roll you over.

My Rushed 9 is in a similar situation, however I knew ahead of time it would be bad. after the match making update I was getting killed by TH10 with max Giants and Barch. if I had 3mil or so of BOTH resources.
Before MM update, I had some things going for me; I did have one X-bow to L3 and my teslas were L6 (cept the new one L4) one L6 Wiz tower (L5 L4 L3 on remaining WTs) Cannons were/are L8 and ATs mix of L7 n L8
so post update I was able to get my Teslas to L7,7,7 n 5. my L5 Wiz tower will be 6 in a few days.
What I did was;
Farm out TH.
only keep ONE bulk resource in my 'Vault" base. (so I can concentrate my defenses on protecting that resource) and spend the rest on walls or low level turrets that are less than 2 mil to upgrade. to slowly strengthen my base. so while saving for my Elixir upgrades, like Camps, Barrax, Drills and Troop-upgrades, I dumped excess gold into walls where I could, or upgraded a low cost item like a bomb, or air trap etc...
the beauty of rushed defs are they are really low cost items and don't take long to upgrade tor your TH..use this to your advantage. it keeps your loot low since you can upgrade a wall or two; and do a low level turret before you log off. just work toward being "Mid-TH8" with your def turrets. don't neglect your Teslas, they are some of the strongest point defenses in TH9. and they only 'show-face' when they pop up. so beforehand no one know if they are max or not!
Keep a builder on Splash turrets, WT>Mortar IMO. peeps say don't do them at the same time but I disagree. short term pain, long term gain a wise Meerkat once told me :o so if you can, do it. it will pay off as you will be stronger faster.
Keep one on point def like Tesla (they take so long, but its worth it and they are pretty cheap upgrade in TH9) again if you can over lap these builds too, the sooner they are done the better.
Keep one on Elixir stuff like camps and Drills/Dark storage
Keep one on a Royal if you got the dark.
Keep your gold loot low (L8 or less walls, and cheap turrets/traps) and you will get snipped more often. use those storages to tank for the Elixir, or Dark you are saving up. Once your elixir upgrades are done, get some legos done! and save for bigger gold upgrades, use the Elixir stores to tank for the gold you are saving. (just keep swapping them out when one needs to be saved over the other type).
I hunt in the Crystal leagues and get snipped more often than not. esp when my loot is low. I'm zapped a lot less, and find decent loot, though I do search longer than I would in silver and gold leagues for good loots. but Im ok with that.

People attack you because you probably have too much loot , spend any gold on walls while you spend elixir on the list above. I always have less than 200k gold when I log off but I have 3 to 5 million elixir and 80% of the time are all T.H snipes.
