Those are not reliable stats. If you see someone with 500 war stars, how do you know how many were from beating TH10 or from beating TH5's?
Maybe the word random is misleading here. Random in SW dos not mean that it will change the order in every time, it only means that there is no deciding criteria so it will place the people randomly. Since this is an algorithm I expect it will set the people always to the same exact location
No I am not a developer but have researched the ranking a bit.
The ranking on the map is based on the loot you give to your enemies. This loot values are based on defense strength, but increases in steps of about 6K so you need to upgrade several building to increase your value especially walls. It is possible that you have a stronger base but not enough for the next 6K step and are ranke below another player.
Also keep in mind that this is only a ranking based on defense while the matchmaking is based on offense AND defense so having a defenseless clan of th10 will not give you th3 opponents.
We also do not know for sure if the defense ranking on the map is used at all for matchmaking or if completely other ranking methods are used in matchmaking that compare a whole clan instead of only players. Maybe the matchmaking algorithm does not rank at all but only checks if the opponents fit or not (completely different system). We do not know and it is really hard to test this out.
Let me explain the computer word "random" here.
Let say your player has 40 stats. And that the sum of stats A, B and C give the order. If two players have the same A B and C, something other than programming (or third party programming anyway) will decide who is first. A programmer could explain why player 1 is in front of player 2 (let say XP or player creation), but he can't predict when this will change. It might give the same order for 3-4 weeks. And then after server reboot, the order change.
We often receive "bug" stating that the order was changed. We just explain that we use only 2-3 keys to sort the output. When the client is unhappy, we add a fourth key to shut him up.
So random doesn't mean it changes every time.
All and all, if both players are maxed, who cares who's first and who is second? Does it really changes something?

As has been said, just to say it again, it is random. All maxed out players in my clan keep changing ranks. Even if you re-start search it may change order.
The real question is "Who cares?". Honestly, in a clan of 40 fully maxed bases, anyone can raid anyone so the position on the map doesn't mean anything anymore.
I'm fully maxed, so Always first on the CW map. My 2nd player isn't fully maxed (only walls left) but has maxed defs and maxed CW troops. So in the end, when we plan our CW, our position on the map has never been an element of decision. We always raid first 4 players of our opponents, and decide , together who takes who according to the design of the base we feel we can easily beat or not. Even if he is behind me on the map, we have the same attacking power anyway, but not Always the same type of gameplay, and this is what really matters.
