Everything else in CoC is pretty straightforward.

I would simplify this to simply targeting the closest troop (like a X-bow, but with slower speed) and doing a little damage but also reducing the speed to X% for Y seconds. (It will switch targets because slower targets will drop back as faster targets move in front. -- X and Y change as the Cold Finger increases in level.)

Anything more complicated than that is going to be lost on the average player.

That would probably make this defense too op. Perhaps the freeze time should be less if it were to all troops.

Think about (and post if possible) what the pop-up description screen will look like for the Cold Finger. Whatever rules/mechanics you have in mind should be straightforward enough to fit on the screen (and have data represented by the bars).

Freeze Tower

Frozen Shard

Cold Beam

The only thing I would suggest would be to like it to ground only. You stated that you would like for this to be a counterpart to the air sweeper and since it seems that minions are the only air troop to be affected it would make more sense to be ground only
