I'd upgrade all dark troops first and leave all the elixer
for camps, spell factory etc
Freeze to max asap
golems to 5
wiz to 6
pekka to 5
rest
Yea, you really needed to max out TH9. Th10 is hard enough without being rushed.
This of course depends on your goals.
I'm doubting your a serious war player because of your situation.
If that's the case, upgrade your farm troops, whatever you prefer. Probably hounds and loons so you can farm in crystal/master.
For war - they are all important. You can do attacks with 0 freeze spells(5 golem), or up to 3. It just depends on your attack.
