No it clearly states when you upgrade that you will receive less loot from lower townhalls.

It says it when you are about to upgrade and pay for it.
The only solution to stop rushed TH is to only allow the TH upgrade if everything is maxed. But then again, this should never happen. No advice needs to be given either because people will still ignore it. I explained to a clan mate how he rushed his TH to 9 and not to go to 10. In spite of all the disadvantages of having a rushed TH, he did it anyways. People do what they want to do. He's a TH 10 and can't 3 star any bases in our war.
I havent seen that information anywhere. And considering i just upgraded my TH just then no indication was provided? So i guess each to their own.. I didnt expect everyone to agree . Ps after reading the OP you would realise that my solution is rather a notification to let players know that upgrading everything before doing the TH may be the best way around progressing as an effective player.. But I am not going to explain the entire idea and suggestion again. Because i have already done it 2/3 times..
Personally I think there is ample literature and I am pretty sure it's covered all over clash wiki and supercell FAQs also I am sure that there is a message on the load screen when you open the app up.
You are always going to get the impatient ones who don't read the signs a classic example I was waiting at the traffic lights in rush hour today and the car in front clearly got frustrated and proceeded to do a 180 (even though the opposing side was even worse - IMO) what happened the moment s/he started the manouvre the lights turned and traffic began to move as I was checking in my rear view mirror s/he had done a complete 360 to continue the direction s/he was initially going. So s/he not only achieved nothing by overacting upon something but s/he actually ended up further behind than s/he would have achieved had they waited a bit.
parable of the story patience is a virtue - easily rewarded.
Funny story, but it still doesnt help those players that do observe and take note from literature provided by the game. Including myself who i can vouch for.. It did suck being completely under developed at th 9.
ive already pointed this out though. I understand there will be many players that disregard the tutorial and build their bases to how ever they like.. And thats great. free loot. Awesome. But you cant deny there is a lacking of education regarding under developed THs thus something needs to be done on SCs behalf. and im deffinately not saying.. YOU MUST NOT UPGRADE YOUR TH UNTIL YOU HAVE UPGRADED YOUR DEF.

there are also explanations on youtube all in public domain, not sure what else they can really do.
i think it's up to a player to upgrade his/her th, whether the base is maxed or not maxed. a serious player would probably max his base before moving up his/her th lvl. a newbie would most probably try to upgrade his/her th as fast as he/she can (thinking it is a challenge and would make them 'stronger' in the end), but then realize it was the wrong thing to do and try to upgrade his/her base as much as s/he can.
that's why there are clans to help you, to give advice. it's up to you to listen to their advice or not. i once rushed to th5 when i was a newbie, lucky i was when a friend told me not to rush and max my base first.
IMO, CoC is free to play, not only free in terms of not requiring real money, but also free in terms of what you want to do with your base, as long as you have resources.
(wait, where am i going...)
but yeah. something that would ask a player if he/she is sure to upgrade th..
something like...
(a player presses the upgrade button in a th and has enuf resources)
(presses the upgrade cost to start upgrade)
then the villager-woman would appear (like in the tutorial) and ask if you are really sure to upgrade your th, and tell you SOME consequences if you didnt max your base yet.
ex
viillager: Chief! Are you sure you want to upgrade your Town Hall now? Rushing your base can lead to dangerous consequences! *Bla, bla, bla*
but anyways... that's my suggestion about the rushing 'issue'.
I feel like when you are starting the first month or two of this game, there can easily be a lack of information and direction in terms on how best to progress your base, based on what your goals are for this game.
But by the time it matters (TH7/TH8), you will likely have joined a clan or two that knows from experience and can guide you and give warnings on progressing your TH level too quickly without adequate attention to at least offensive troop upgrades.
If you've discovered the forums and wiki by TH7, you should be in a good position.
Even if you're a premie TH9, you can still recover quite nicely. Youtube is another good source of info, as mentioned.
There are so many possible outlets to get yourself informed (including in-game notifications when upgrading your TH), you basically have no excuse to play dumb. If you're serious about the game, you will seek out info, simple as that. And there's TONS of info out there to seek out, all at your fingertips.
precisely and even advice like that can be obtained from the global chat aswell - yes sometimes it has good advice amongst the trollers, besides as long as you haven't gone past TH8 it is very easy to catch up all you really need to do is type in clash of clans walkthrough in a search engine and you will soon become an expert yourself.
