How many times are you in a clan as a member and some jerk starts cursing at you or bring mean bit you have no way to get him out of the clan and the leader is off. Well this idea is where a member can send a letter to anyone who can kick them out advising them to kick the said player out and why. They could even quote what the said player said.
This seems pretty pointless to me. Just download a third-party app like GroupMe, Line, or Band, or PM them on the forums. Problem solved.

As far as I know you have like 100 messages before the offensive one would be gone, if it's as bad as that ask for a higher rank to be able to deal with the problem, or take a screenshot and send that to a leader or something.
Honestly sounds more like a leader needs to show up a bit more to control his/her clan
