My biggest consideration before upgrading TH are the troops, specially the Dark Troops you will be using for war.
You have them all ready so, you are good to go for TH9 nvm walls you can get them faster when reach TH9.

Upgrade that TH! What're you waiting for? Make sure to upgrade some walls while upgrading TH though
Yea. Valks aren't really used in any strategy, (nobody does valkaloonian anymore) and with the walls just leave em the way they are, maybe upgrade some when the th is upgrading
