And there are two reasons. One, it would make the game too much like their other Raiding-and-Defense game, Boom Beach. It actually kind of fits in that game because you have ships that can only carry a certain type of troop, and the troop can go right back on that ship. Where would Clan Castle troops go if they happen to survive? Back in the Castle? People would rarely need to donate troops. And what happens if you end the battle early? Do you get those troops back as well? There's no way that could be abused(/sarcasm). In Boom Beach, you actually have to Retreat and make it off the island to get your troops back early.
Two, players would just throw all their troops into a battle, knowing they'd get back whatever wasn't killed. The implication there is that people attacking your base would have a much easier time doing so (more troops = more damage, higher potential for extra stars). I'm sure you wouldn't like that side of it very much. As it is, it adds a technical side to the game. If you throw too many troops in and have a lot left over, it's your loss. Maybe you'll learn to be more patient and intelligent about the deployment (and be better off in the long run for it).

Boom Beach you are limited to how many people you can attack. You have X amount on your map and you can only rotate each of those limited attacks to a new base every so often.
You also cannot (easily) control your ranking so you're usually paired up with very similar strength opponents.
Both are not the case in Clash.
Not only can you lower trophies and search for the perfect, low level opponent, you can do this all day and all night. No limitations on how many bases you go through.
So one could just use mass max level dragons and raid people back to back to back to back. Even if they aren't getting much each time, if they don't have to wait for rebuilding, they could just continuously attack all day long, not losing their dragons and continue to earn loot without stopping.

I think you've actually just shed some light on why lowering VP in Boom Beach isn't something you can control. I've always hated not being able to just drop a few when the bases are too hard, and I enjoy BB a lot less than CoC for it. But I think I understand why now. That's a potential outcome I didn't really foresee (even though I probably should have).
If we are trying make a game perform and meet the needs of the consumer why compare COC to boom beach? If I liked boom beach I would play it. But this will be great, others would love to keep their dragons, hogs and what ever your flavor of attack is and keep you playing that much longer. Let's focus on clash and not make comparisons to other games. More time playing less time waiting!
