I realize perk level 5 currently does help but for the majority of clans I think it helps spread the cost around more then give access to new troop levels, also an extra troop level for the cc is fairly minor.
With significant offensive perks it would make it much harder to war between levels and there would be many more complaints of lvl4 clan vs lvl3 (which already happen despite no advantage gained).
I don't even understand what a Clan Attack is.
But yeah, a lot of this is OP.
