Hi, I don't understand why I get so many battles come up where I can only win 1 trophy against a level 9 or 10 TH, I'm a level 8 TH, does anyone know why this would be?

Trophy offers are solely based on the nr of trophies of both players. If a player is in a higher league than you, you get a lot (up to 52 I thought). If the defender is in a lower league than you, you'll het less (down to just 1).
Are these people on your revenge list? It could be that they dropped trophies a lot after attacking you. Another reason could be that you're high in trophies. Or, lastly, there have been some glitches with trophy offers lately, maybe it will be fixed after a maintenance. In
Thanks, not in revenge list, just on searching for attacks. Just confusing, as I thought if someone was higher TH, they would be more difficult and therefore higher trophy count
trophies really depends on how you win the attack, if your just looking for townhall outside, no defense, well the first wave attacks might winds up like 15 to 14, but later it would be just around 4 to 11... townhall being higher to you doesnt count much, townhall only works for loots...
Trophy offers are solely based on the difference between the two players, nothing more. If you are have more trophies they will be worth less.

Matchmaking is is trying to find you targets at your Th level. So the majority of TH8s are going to be at far lower trophies, hence the tiny weeny offers.
there are more th9s and 10s at higher trophies, hence why they are appearing for more trophies. There will be cases where it's other way around, but that will be the majority.
or rather, re-reading your post, you might be right up in champs, TH searching does not apply, so you're just finding tiny offers because there are more unshielded players lower down.
Crappy �� offers are pretty standard in champs, it only gets worse the higher you go.
This also seems to be the case in reverse.
If you are a higher TH and try dropping trophies, beyond a certain level you will continue to get matched against players of more similar power, often those higher than you. As a result there is a natural pushback creating an artificial floor beyond which it's hard to move down against.
Sometimes I also wonder if "base rating" (like in your war score) is now a partial factor. I do seem to find much more powerful bases on the whole.
