Since you clearly didn't read the sticky, here's the first line of it:
"Below are ideas submitted by users for Supercell to consider. It does not imply they are being worked on. Please do a forum search before starting new feature requests, especially if they are listed below."

It's not just talking about ruled out ideas. It is talking about the commonly requested ideas that people continuously make the same threads over and over again, which is they they are listed on here. There is no point in making a new thread on something that has been requested a million times unless you add something new to it. They are already "considering it".
