I'm in Gold II but I've been attacked by 2 people who were supposed to be Crystal because of their army composition. They're farming and they cannot find a good farming target in their League that's why they drop down to get some loot to upgrade their buildings.
If they want to rush, they rush. That doesn't mean it's their fault or problem because it's their decision of rushing or not. Not yours, so don't complain about rushed Town Halls. As for the main problem, I'd stop complaining if I were you. Last time, I was in Silver I, I dropped down to Silver II because there weren't any good targets to farm for loot. But now that I've maxed-out my TH6 defenses, I went to TH7 and right now, I'm staying in Gold II and not dropping down because I've got Dragons.
