I think the problem is that there are typically too many co-leaders.
Funny that CoC can make the massive assumption that a leader can only manage 50 people, but couldn't see that there should only be a few co-leaders.
"Co-leader" has become a recognition of trust, not leadership. Elder is seriously devalued.
