I'm a level 93 with lv 7/8 collectors. It would take me ~30 days with 5 dedicated builders to complete them. I dread the thought...
That said, my defenses would be much further behind had I been upgrading collectors along the way but I would have received ~200,000 more gold per 24 hours. Say I completed the collectors 3 months ago, that means I would have had an extra 18 million gold (I'm ignoring elixir at the moment as that will only be useful to me when I make a final trophy push). Is that 18m trivial? For some yes, for some no.

At town hall 7 it's probably worth it to do everything, just because loot is so plentiful there. Of course, for mines, it's not super necessary, but it'll be worth it in the long run.

Mines usually aren't important unless you barely get enough time to get and a big source of your resources come from mines/collectors. Usually people have enough time for a few raids but some people just don't have the time.

I did not upgrade all mines/collectors as with only Three builders it would waste alot of time for me, though I upgraded almost all defensives/Towers Before th8, but walls on other hand is just a waste of time to try farming to maxed Before th upgrades, because you will then have full elixir storage for weeks/Days and empty gold storage because all your researches and elixir upgrades will be done Before you even made half of walls maxed. Buying gold for walls is also waste of Money as it will cost alot of full storages to make wall lvl 7+. But this is just how I Think :
max Towers!
max barracks!(at least one and try get other high enough depending on your tactics)
get at least all important placed walls on max lvl -1!
dont waste time on collectors/mines besides when you know you wont be Active for some time (they cost very Little and takes alot of time) and also see to it that you cant afford anything else when you start their upgrades!
do extra wall upgrades when you have a free builder and more gold then you need for your next Tower upgrade etc!
upgrade storages at least so much that you can do any upgrade with maxed storage!
Do every research maxed out besides those which isn't necessary for your attack build!
Contain as much as possible inside walls!
BE TIME AND RESOURCE EFFICIENCE :)

I'm at Town Hall 5 and I am maxing everything out but collectors (lvl 8s) because they take a while and I only have 3 builders. I've been told that it is a good idea to upgrade everything but collectors because collectors aren't necessarily the most important.:D

if you raid often and enough collectors are just an added bonus, but if you have the time yeah do them why not?

Don't forget to take into consideration all the extra gold you'll be getting after those 3 months. I love waking up in the morning with almost 200k in gold in my maxed mines. :D
