Yes, you are ready. I am guessing you are constantly capped on elixir at this point, and it could be used on all of the TH9 upgrades that are needed at the start followed by walls, walls, walls.
The transition from TH8 to TH9 is a tough one for many players, at least when it comes to clan wars. Your base and troops are fine, but do you feel ready skill-wise? I like our TH8s to get comfortable three starring enemy bases with hogs before going to TH9, as it's a skill that will serve them well. If all you've ever done is use mass dragons or dragons with CC balloons, you'll be in for a rude awakening when you try that on TH9s.

I upgrade my th once I have few enough walls left that I can get enough loot in the time it takes to upgrade the th.
maximize the level of all your defenses first for protecting your resources . Did you have experience that your defense failed and you lost all resources that you save for upgrading you town hall ?
