A very simple idea: Take the current war system and apply it to 1vs1.
Could call it "Duel" or something like that.
Make it faster than war, say 2 hours (one hour prep, one hour battle).
Just like a clan searches for a war, a player can search for a duel.
Matchmaking then matches two players which are searching for a duel (taking their base strength into account).
At the end some loot can be awarded depending on result.
Winner is decided by stars, using percentage or even time as a tie-breaker (fastest 3-star wins! lol)
Duels are parallel to war, a player can search for a duel while still participating on a war.
Extra achievements to sweeten a bit more the deal.
