Everyone hates being looted themselves ... but loves getting big scores from other players. A lot of players put their Town Hall in a corner which is a valid tactic, but not necessarily thematically with how the developers intended the game.
My proposals:
1. Increase the storage and loot % of the Town Hall. Make it the most valuable "resource storage" building to hit.
2. Reduce the loot % of collectors and storages. The "big score" should be hitting the town hall.
3. Balance the "less loot from storages" with better league bonuses.
For example ...
Town Hall now stores half of your gold, elixir, and dark elixir. Raiders can take up to 20% of what is in your Town Hall.
Storages now store half of what they could before. Raiders can take up to 20% of what is in your storages.
Raiders can take up to 25% (instead of 50%) of what is in your collectors. (Increase league bonus to compensate.)
Continue to apply the difference in Town Hall level percentage.
