I think we should able to create and save more than 3 layouts for village/warbase.Make it around 5-7 layouts because some people like me love to create more base layout as a hobby.Also layouts you can make should'nt be limited depending on your TH level.
You should use something like this. You can build and save as many designs as you want for any townhall level.

In game I don't really see the need to have more then 3 regular bases and 3 war bases.
Isn't 3 of each more than enough?
