At the exact time the bases are "copied", it isnt possible....
But if you start upgrading stuff in the 24 hours of war... Your war base will have weaker defences.

Yes if the upgrade started/finished after prep day ended or you never placed it on your war map.
To have less structures it means that they haven't updated their war base since they first built those structures.
Once you go into village edit you are forced to place all the new structures but if you don't go into it then...
We have seen a th9 with the number of defenses of a th5 in war base. His regular base was a normal th9 (mainly th8+ defenses, everything built). Don't know why people do this but it happens occasionally.
