There really isn't a cookie cutter army. It depends on the layout of the base you are attack . Learn to spot weaknesses in bases and use the right attack on the right base. One army cannot rule them all.
No best strategy (each base should be done with a different composition). However, Holowiwi is the easiest to master and the most reliable (just you need to attack an anti-hog base or something similar).

still using pentalaloon to 3* th 9 max. golaloon sometimes only to attack th 10 (1* to 3*) . depending of the enemy base
I'm still using GoWiWi. Currently high 2 starring / 3 starring other th9's
Those lvl 20+ heros help a lot
