Wouldn't say 100% intended, but not exactly a game breaking issue.
The main thing I see about it is that it ruins people's gameplay because they don't have a prospective on things. They only see the
literally flashy attack and thier precious resource being taken, and no way to defend against it.

Yes, arguably there is nothing that can be done to totaly secure one thing (TH or Resources), but there is, at the
very least, an illusion of choice when shifting your base defenses around to prevent the higher Town Hall people from getting what you want protected. Zapping is very cut and dry... there is nothing, and people hate that (there is nothing they can fiddle with, delaying the realisation of how little protection they have).
People don't realize that the Dark Elixir storages is...
- One of the highest HP buildings in the game, next to the TH and CC (Zapping takes less)
- The only storage with the lowest loot percentage yield in the game, which beats the CC on most things (Zapping takes even less % wise)
- Mid way through TH upgrades, it is easy to reach the loot cap, on top of the low lootable yield, preventing further loss (33k DE, 80k DE for TH8? No difference. Still is 2k max lootable, and not including TH level loot penalty)
So really, people should be glad they aren't lossing more.
SC has counterbalanced this by making DE Drills be 75% lootable, when Mines and Collectors are 50%.
It is actually better to zap well protected, full, high level, DE drills given the payoff they can give, vs the storage itself. But people aren't that lucky to see those things at lower Town Hall levels.
