If that actually happens , most of the players will start sniping to reach higher leagues and SC would then reduce the loot bonuses.So , Bad idea.

Let's also put all our storages around our unprotected TH! Oh, and don't forget your collectors. NEVER empty your collectors!

Seriously, I don't see any valid reason why anyone but a max TH10 who is seriously pushing would not put their TH outside.
