First off, zapping is good for the overall game. Knowing when to use it effectively is actually a sign of being good at the game, quite the opposite of your assertion. Sure there are people who are their own worst enemy because they waste time and elixir making lightning spells but that is hardly justification to change it. SC certainly should not remove the benefits of zapping because a small percentage of players ruin/hinder their own gaming experience by wasting time and elixir making lightning spells.

Nothing needs to be done regarding zapping. It is working 100% as intended.
The question isn't where something can be done about zappers, Supercell could work something out if they needed to. The question is more will Supercell do anything about it, and I know the answer is no. Zapping isn't really a big problem, everybody has an equal opportunity to zap, and in the end it's a part of the game and probably always will be.
Wouldn't say 100% intended, but not exactly a game breaking issue.
The main thing I see about it is that it ruins people's gameplay because they don't have a prospective on things. They only see the literally flashy attack and thier precious resource being taken, and no way to defend against it.

Yes, arguably there is nothing that can be done to totaly secure one thing (TH or Resources), but there is, at the very least, an illusion of choice when shifting your base defenses around to prevent the higher Town Hall people from getting what you want protected. Zapping is very cut and dry... there is nothing, and people hate that (there is nothing they can fiddle with, delaying the realisation of how little protection they have).

So really, people should be glad they aren't lossing more.
- One of the highest HP buildings in the game, next to the TH and CC (Zapping takes less)
- The only storage with the lowest loot percentage yield in the game, which beats the CC on most things (Zapping takes even less % wise)
- Mid way through TH upgrades, it is easy to reach the loot cap, on top of the low lootable yield, preventing further loss (33k DE, 80k DE for TH8? No difference. Still is 2k max lootable, and not including TH level loot penalty)
SC has counterbalanced this by making DE Drills be 75% lootable, when Mines and Collectors are 50%.
It is actually better to zap well protected, full, high level, DE drills given the payoff they can give, vs the storage itself. But people aren't that lucky to see those things at lower Town Hall levels.
The only time zapping will stop is when the game ends. Either that or when everyone maxes out and has no use for de other than troops

I tend work at being a realist when it comes to highly argued over issues. So most often than not, I'm that annoying guy that sits in the middle of what most see as a black and white issue, with them wondering how I can see this "weird thing called 'gra'y".
Zapping is a problem, as it messes up the usual assumed flow of gameplay, but it isn't going to wreck the system. It may wreck a person's mood, but unless it puts off people so much they (rage) quit, it isn't overly harming the game. Not compared to other issues... which I'll not get into.
The plus and minus of Zapping kind of even out, as it is a way for people to revenge attack the raider's often stonger base, which tangents into several issues right there. :(
I for one think zapping works perfectly and choose to not resort to such a low method of play, however I think a counter measure would be cool. Maybe something like a single lightning rod that can be placed anywhere on the base that pops up like a hidden tesla to absorb the lightning strike. Some may choose to place it near their Dark Elixir Storage others may choose to place it near a mortar or air defense.
Lightning is the only aspect of the game that their is no counter against.
