Th7 is so easy to max, why rush? Although I do love seeing preemie th8s as a th9!
Why rush? Because I hate seeing that elixir storage of mine constantly at full while all my builders are busy. All town halls below TH9 don't have an effective elixir sink. Expensive armies takes too long to cook while barch is way too cheap resulting in an overflow of elixir.
I am an active farmer and I don't give a damn about clan wars so I always opt out of the wars and having low lvl defenses doesn't trouble me.
What I get in turn?
High level troops. Troops that make a difference when donated to those who actually join the wars. I also get early access to high level DE elixir drills and in turn produce more than a th7 can ever dream in the same time period.
Of course though if you are a very casual player who only attacks once a day then don't even bother thinking about rushing.
Rushing is not for everyone, especially to those who have no clue what they are doing.
