When are you desperately scrambling for 50% at the end of a failed barch raid you want the strongest possible lightning available to finish off buildings that were partially damaged. You don't always have hero alters, army camps & builder huts to choose from.
The increase is negligible and as far as I'm aware there is nothing distinctive about the increase either. For example max archers can survive a shot from a higher level mortar despite the marginal increase in hp, nothing like that exists for the lightning spell (pretty much the same number of bolts needed to kill a witch or a wizard, or for example).
In the end more is better, but there is no real need for an insignificant increase for 8mil to be a priority for anyone really.
Unless someone can find something in particular that the lvl6 is useful for...
well better stats are obviously gonna help...
My question is why it's deemed too powerful for TH9s. Same goes w/ Lvl 4 Drags and Lvl 4 Pekkas.
I personally believe it is best to leave this until your last upgrade.

Lv 6 lightning really helps against Wiz Towers, if you aim it perfectly you can destroy a max Wiz tower in 2 hits, or safely remove a lv 7 wizard tower even if you are a bit off center with your aim.
