If Cos could vote out the leader, the leader must be inactive for at least 2 months or more. No earlier.

First, I'll agree with previous posters. The Leader "paid" for the clan. As long as the leader is (reasonably) active, they get to be the Leader. Period. The issue is what happens if the Leader (for whatever reason) stops playing. (Worst-case hypothesis ... there is an accident and the player is killed. What happens to the left-behind clan?)
Solution: If the Leader of a clan is inactive for a period of time, leadership passes on to one of the co-leaders.
Example:
Leader has not logged into the game for 60 days.
When next co-Leader logs into the game, they get a popup that says, "We haven't seen the leader for a while. You are now the Leader."
co-Leader is promoted to Leader; Leader is demoted to co-Leader.
Note: This new Leader can still pass the reigns to another member (if they don't want to be leader), or even back to the Leader if the Leader returns to the clan.
>> Side note: One thing I really like about my clan is that every season (2 weeks) we rotate the "Leader" among the co-Leaders. This way, we take turns with the "Leader" responsibilities (organize war strategies, etc.) and everyone gets a break. Co-Leaders really are CO-Leaders. :)
