New Clan Funding: What Do You Think?

I know the idea of donating loot has mixed opinions. So why don't we make a fund for any clan? This is how everything will go down.
All clans will be able to create funds. They can personalize it with titles, the minimum amount of loot people can donate, and a management to securely and wisely distribute the loot.
The leader will also have the option to create a maximum amount of loot for the fund and raise/lower it to his liking. There will also be a default cap to how many members joining the distribution management. Not only will there be a maximum to the amount of members in the management and how much loot can be donated, but also how much loot can be taken. All members should receive an equal amount of loot to prevent future problems and arguments regarding this system.
The management will not be able to donate to themselves. This is for various reasons: taking a ridiculous amount of money and keeping it for their personal expenses, to prevent other members from gaining money from the fund, and most importantly, taking the loot and leaving the storages in their base vulnerable, purposely giving future attackers a substantial amount of money.
The distribution management, however, will not be able to donate to themselves. Other members in the management have to distribute it to them. This will be done by requesting. Members will have the option to request for troops, request for some fund loot, or both.
I am still thinking of the pros and cons, and problems that may occur if this idea were to be real. Feedback please?
