Uhh... no. Forum bans are not based on number of reports, but on the mods' decisions.

There is a physical ban button. Like a regular button... but it BANS people.

I can even understand why someone would take the responsibility as moderator without a ton of perks.

Then you'd have to juggle identities, and people may not be able to cop with the idea of a person with more than one 'face'. Keeping it secret can only work so long, as signiture words and phrases will eventually give you away, along with log on and log off times.

I've seen a duel account thing work before, but only in a small group. Here, you'd likely be hounded constantly by people calling you out on conflicts of interest.

Though, I am entertained by the idea of keeping both accounts and totally acting like two different people, and seeing people 'fall for it' and others laughing thier but off at the self dialogue between effectively myself. (especially if I ban my normal account for a few days for trolling and causing problems)

Note: I have said I have played Roleplaying Games before, and find myself every once in a while generate a character in my head, and watch them development as I put in different elements from a given setting, and then see things 'run themselves' as unforseen, but highly interesting results happen; putting things together in a logical chain of events that I had no hope of coming up with right from the start.
