Troop Availability Balances and Tweak Ideas

As an almost maxed out Town Hall 9 (walls of course) I feel there should be a balance mechanic with troop level mainly the PEKKA at town hall 8 you unlock level 1-3 then at town hall 9 no level 4 then town hall 10 levels 4-5 I feel that town hall 9 needs a tiny firepower tweak and I love to use pekkas for the common gowipe..This small addition could please me very much. Also on the subject please make level 8 walls cost elixir also you took a huge step back level 7 walls are easy but level 9 walls can be annoying (I know i have worse ahead) I feel it will give town hall 8's an easier chance to max their walls since they will have a ton of elixir I've learned while maxing and it should be easier for town hall 9's to catch up on their walls once they become maxed.Thanks for reading hopefully you agree.
