um, it's actually small because, according to the lore, dark elixir is a very rare magical substance. dark troops cost and dark upgrades cost are relatively small to other elixir cost/upgrades because de is rare and difficult to obtain. just imagine how much dark elixir you will lose if you have 8 mil de, then a stronger player destroys your base.
