Your question isn't even remotely able to be answered. Each base has specific strengths and weaknesses, requiring a potential different strategy. Further, you might be much more comfortable using one strategy over another. It definitely is NOT a situation where one strategy is the only way to 3-star.
At this time, ~max TH8, I hog like nobody's business and avoid dragons like the plague (always facing AD666. The only exception is dragon snipe attack, otherwise, I don't dragon anymore and dragloon carried me through most of TH8).
Dragons, however, will carry most people for much of their TH8 life

How do u use hogs on most th8 bases. Because most of them have lots of empty spaces for giant bombs. How do u use golems to at least 2 star a th8.
For th8 I use gowipe but it is my go to attack in war. I'm a th9 so max golem in cc. Lvl1 golem 4 lvl3 pekka 6 wb and 19 wiz. Two rage and two heal. Almost guaranteed three star on almost any th8
Right now, I strongly prefer 2 hog attacks, both operate under the same idea: DISTRACTION and take out a few defenses in the process.

It's a monster if executed correctly & it's even worse if you can kill the CC troops losing primarily just a few barb (say 3-5) and witch skellies. one of the fastest 3-stars I've ever executed was with this attack (& I screwed up popping a GB on the pull too!)
The complement to this attack is GiHeHo and, let me tell you, that is my favorite way to attack right now. Not sure why, but it's just fun, especially since you don't pull the CC. It's primarily a TH9 attack, but many (myself included) have adapted it to TH8 and it's very solid.

It's basically the same idea, except this time you use giants and healers to distract while the hogs work around the base.
In my mind, the distraction is so important and enormous to the attack, it's something to be discussed further. If you have a solid distraction going on, a bunch of defenses are not attacking your hogs. Well, this is akin to having another heal spell, as your hogs will come blasting through without being significantly damaged. With GIHeHo, you only run 2 heals for crying out loud (the other is a rage) and it still often works beautifully.
Using either method, it's a thing of beauty if you hit it correctly.
Here's another idea, but I find this a much lesser attack. In theory, drags work well as they fly and you don't have to worry about walls, BUT they also get to suck up all the air mines/bombs and, overall, it just isn't anywhere near as strong an attack. Why? No distraction...

I've 3-starred bases many times with a hog/drag combo, but it's often just a little uglier and tougher to work the hogs through the base.
The advantage of the last method, however, is that you don't need anything else but drags, which is nice and pulling/killing the CC is often really easy, as 3 drags just go bananas really fast. Note that I believe sending, say, 3 barb to get CC attention first, especially wizzies, is well worth it, even if it means bringing one less hog to the party.
In regards to hoggin bases with lots of DGB openings, yeah, that's challenging. Careful study of the base can often lead to the conclusion that some spots are illogical to have DGB placements. Also, many times people set up DGB spots incorrectly and they will pop one at a time. Further, and, perhaps most importantly, starts your golem/giant attack and head them directly into the location that might have the DGB. If more than one, hey, I guess sometimes you just have to take a chance... :)
A lot of people say there is no answer here but they are wrong. Train dragons and lightning. Three lightning on the hardest ad to get to at the beginning. Dragons spread out to go to other two ad first. Start with one dragon on each side so that the dragons em between go straight. This works on 99% of lvl 8 bases. Some complications exist for bases with ad in the middle or bases very spread out. Regardless I got six stars every war for months while I was lvl 8.

Please provide proof that you 3-starred 99% of all TH8 bases at all, to say nothing about 3-star with nothing more than 3-light mass drags (with or without loons).
Hell, I'd be happy with just, say, the last 9 out of 10 attacks from your past 5 wars. Please post videos as well
