There's no best troop. It all goes down to whatever weakness you want to cover. For example, TH5 and lower always benefit from a valkyrie. On my last clan war, I donated a valkyrie to a TH5 that wiped out 12 giants at once.
If your base is an easy 3-star for a GoWiPe you might consider using archers, since PEKKAs hit slow, which will make them waste valuable time on your troops.
Dragons, though, are always a great choice because of their large hitpoints and splash damage. It's basically a flying wizard that will not be one-shot.

Right now with the AI changes and the importance of ground attacks (even for air...cb shattered ginger etc). I've been rocking 1 valk 2 loons 4 minions 1 wiz. I dropped witches bc they are to easy to zap and the combo of minion valk still forces a lightning....I was doing witch valk loon 2 min 1 Barb
The thing about CCs is this, your Cc troops are going to die, no matter what, so the goal should be to force the opponent to use as much time and resources as possible to deal with them. This is why I hate when people request dragons and all wizards, both are easy to lure and kill.
our clan has recently moved away from donating dragons. As mentioned they are pretty easy to kill and i find other compositions may be a better make up.
For 25 housing space, we use either:
witch, 2 minions, wiz and loon or 4 wiz, 9 archers
I suggest you mix it up and see how you like it.
The best defense is surprise. We have everybody analyze their bases and request troops based on what they get hit by most. Every war CC is different which makes it tough for the opponent to anticipate how to handle it.
My TH9 base gets hit by gowi__ only, so I request 2 witches, 1 loon, 1 archer.
