Absolutely not, you don't HAVE to max everything, but your defense levels are really low. My perspective on most people that hit th 9 (not maxed walls) is that at level 92 you upgrade to th 9. I was 90 but most people ive seen upgrade to th 9 have been 92 and had bases worthy of surviving raids. Also your loot bonus will be worse if you go to th 9, so since you'd be rushed it would be harder to catch up.
I attack/farm a lot, and a th9 in my clan has been having a pretty successful time finding loot. Plus getting the archer queen would help me get loot faster than just with the troops I have.
