New Idea - dedicated "ruled out" sticky.

How about a sticky dedicated to ruled out instead of buried in a long multi-purpose sticky?

Yes.
Too many people think the ideas in the first section of the sticky is ruled out, even though it isn't.
A separate sticky for ruled out, would solve this confusion.

I have to agree with this. We will still have the problem that guys are too lazy to read it. But still that doesn't mean that it shouldn't still be easier to read.
