Allow Leaders to set Recommended Target in War

As simple as it sounds. During prep day or war allow the leader or co to set recommended targets for each war participant.

I agree.
The recommended target is very inaccurate.

My first comment was an agreement for the need for both. My second comment a genuine suggestion to help improve communication. My apologies if it came across poorly.
