Here's what I do. For my farming base, I put stronger walls on the exterior. People are more likely to barch and not bring WBs to farm (gibarch yeah they would but those are rare for me) so I'd like the barch to not get through the first at all, or at least take as long as possible doing it.
For war I put stronger walls on the interior for pretty much the same reason as other people said. Wallbreakers are more common for gowixx and the like so they will shred the outer walls anyway. But they won't likely get to the core, and that is when the strong walls will start slowing the troops down.

thank you for all the responses. it really helped, and my base now rarely gets 100%, some th7 just go up to 93% :)
