I'd say a parent who cannot successfully restrict the access of their child from content they believe to be offensive is the root problem here. There are things called "parental controls" for a reason. The whole game revolves around building armies comprised of various troops and raiding with them. Offline goblin maps as well as player raids are all the same as war mode. Its all attacking other people. Basically, your idea of the ideal "clash of clans" is a war base version of farmville where you just watch stuff happen.
It is more advisable to remove the game in its entirety if you have a parental objection to the content and lock out your child's app store purchases with an admin password. Learning to say no to a child is part of being a parent.

Theres 0 demonstrable evidence that even violent video games will cause violent kids. Jack Thompson was laughed out of court after trying to get GTA banned. There is 0 causation between real world violence and violent video games.
I Swear to god this has to be a joke, if it's not.... Look at GTA V and try to stop kids playing that instead.
